Signs a spreadsheet process has been outgrown
Common signals: a small number of people understand the formulas, factor updates require manually re-checking every tab, prior-year figures are hard to explain, and each reporting cycle takes longer than the last despite no real growth in emissions sources.
Assess before you migrate
Map what the spreadsheet actually does today: which inputs feed which formulas, which values are hard-coded versus calculated, and which steps depend on one person's institutional knowledge. This map — not the spreadsheet itself — is what a migration plan should be built from.
Define the target data structure
Decide how activity data, factors, and calculations should be organized once separated from ad hoc formulas: consistent entity/facility identifiers, a documented factor library, and a clear separation between raw activity data and calculated results.
Establish review controls
A structured process needs the same review discipline a spreadsheet often lacks: a defined reviewer, a defined approval step, and a record of what changed between versions.
Plan a phased migration
Migrate one scope or one reporting period at a time, and reconcile the new structured output against the old spreadsheet result before fully retiring it — a full cutover with no reconciliation step is the most common way a migration loses institutional trust.
